However, while the central government has taken a progressive step forward, we must address a growing crisis that threatens the very foundation of this reform: the systematic neglect of Boiler Operation Engineer (BOE) certification examinations by several state boiler boards.

The State of Affairs: A Tale of Negligence

Despite clear mandates under the Boiler Act requiring all states to conduct BOE exams regularly, we have observed a troubling pattern. States including Uttar Pradesh, Uttarakhand, Punjab, Tamil Nadu and few others have repeatedly failed to conduct these essential examinations on time.

This inaction persists despite receiving explicit directives and letters from the Central Boiler Board (CBB). The question arises: What is their modus operandi when they lack locally certified engineers?

The answer is a form of "outsourcing." These states fill the inspection gap by hiring certified Boiler Operation Engineers from states that do conduct exams regularly—namely Maharashtra, Gujarat and few others. While this may keep operations running on paper, it is a glaring admission of poor management and a dereliction of duty by these state boiler boards.

The Hidden Cost: Lost Opportunities & Arrogance in Administration

This outsourcing is not merely an administrative hiccup; it has real human and economic consequences. By failing to conduct local exams, these states are robbing their own resident engineers of future prospects and career growth.

More alarmingly, this behavior suggests a culture of complacency and arrogance, where state boards feel emboldened to ignore directives from the Central Boiler Board. This leads to a critical question: Is the Central Boiler Board a toothless body?

A Call to Action: Stringent Oversight

In light of the gravity of past boiler accidents, the Central Boiler Board cannot afford to remain a mere spectator. It is imperative that the CBB transitions into a robust, stringent, and ruthless regulatory authority.

We propose the following immediate actions:

  1. State-Level Accountability: The CBB must impose strict penalties and consequences on states that fail to conduct regular BOE exams.

  2. Centralized Examinations: The CBB must conduct its own independent BOE exams on a national level. This will ensure a steady pipeline of top-notch, certified engineers and reduce dependency on state-level compliance.

  3. Empower the Regulator: The CBB must be given the statutory teeth to enforce compliance without fear or favor.

The 2025 Act provides the legal framework for safety, but the culture of accountability must be enforced from the top down. We owe it to the engineers who keep our plants running and to the families who have suffered losses to ensure that safety is never compromised by bureaucratic laziness.
