This inaction persists despite receiving explicit directives and letters from the Central Boiler Board (CBB). The question arises: What is their modus operandi when they lack locally certified engineers?
The answer is a form of "outsourcing." These states fill the inspection gap by hiring certified Boiler Operation Engineers from states that do conduct exams regularly—namely Maharashtra, Gujarat and few others. While this may keep operations running on paper, it is a glaring admission of poor management and a dereliction of duty by these state boiler boards.
